You can't change job on the fly like in X-2. You need to go back to a town to do so.

Having said that, there is no penalty to changing jobs.

Once you have done a quest at level 18, you can select sub-jobs. For this, you can select a job as a second job and get the benefits of it as well as your main job, but its level is capped at half your main job level.

Sounds much closer to V. I assume you can ressume your old level in a job as well?

Yes, the level you have in each job is entirely independent of other jobs. If you equip a job as a sub-job then it is temporarily capped at half the level of the main job.
