I believe it was just a straight response to an interview question about how he came up with his ideas, or similar.

(He really churned comedies out in the early period of his fame, 20-30 per year…)

I didn't until quite recently, but it's a really fascinating story. Paul Merton presented a good documentary about him on BBC4 a little while ago. Inside 15 years he went from living in a workhouse to being the most famous person in the world.
