That is indeed a good strategy if you have that sort of mind, I think. (Although you may be slightly at the mercy of a player who is in a position to end the endgame very quickly, while you're still deploying your magnum opus.)
I like calling "peel", though, when playing with easily-flustered players who will be thrown by the sudden appearance of another tile. With luck and a cool head, you can fire a whole series of peels at them and prevent them from ever seeing their hand clearly enough to make anything decent.
